Summary
PNfV purports to function as a “Transatlantic Network of Political Representatives”, or a global platform of legislators and political representatives that share the following Christian values: “the protection of human life, marriage, family or religious freedom and conscience” [PNfV Website, 10/05/21]. PNfV is particularly active at the regional level in the Americas and in Europe, but the network also has an influence at the United Nations (UN). Despite this influence, as of March 2021, PNfV is not registered as a Civil Society Organization at the United Nations, the European Commission, or the Organization of American States (OAS).
Unlike other anti-rights organizations, politicians and legislators play a key role in PNfV as they are the members and directors of the coalition: PNfV is a platform focused on international meetings and networking. As such, PNfV’s preferred way of exerting influence is to organize formal “Transatlantic Summits” to bring together legislators (primarily senators) and members of anti-rights CSOs across the globe, and to have them work together and exchange “best practices” on issues they identify as “threats” to life and the family [PNfV Website, 10/05/21].
Many members of PNfV’s Board and Committee of Experts also hold positions in well-known far-right extremist organizations in Europe, the United States, and Latin America. Some notable examples include CitizenGo, the World Congress of Families, the Alliance Defending Freedom, and Red Familia. These organizations have also sponsored most of the activities carried out by PNfV.
PNfV was formally founded in 2014, as a response to what the organization calls a “necessity of supporting international efforts for the defense of (…) shared values, in order to address international threats and problems simultaneously” [PNfV Website, 10/15/15]. PNfV was mainly an initiative of Jaime Mayor Oreja, Lola Velarde, and Rodrigo Ivan Cortés, representatives of ultra-Christianism and the far-right in Spain and Mexico. But the formal establishment of the coalition was also made possible by the support of Hungary’s Viktor Orbán, and other legislators from Europe and the United States.
The legal status of the platform is at least doubtful. PNfV is not formally registered as a Nonprofit or Civil Society Organization in Spain or Hungary (European countries where PNfV has a strong presence). PNfV is also missing from the registries of the international organizations that it seeks to influence, namely the UN, the European Union (EU), and the OAS. PNfV is only incorporated as a Non-Profit Corporation in the United States (Commonwealth of Massachusetts).
Extremism
PNfV Holds Extremist Views On Abortion
PNfV Holds The Legal Defense Of Life From The Moment Of Conception As One Of Its Main Values. According to the coalition’s Decalogue of Commitments for Human Dignity and the Common Good, “Life is the first of all human rights, without which the other rights lose their foundation. It is therefore our duty to legally protect the right to life of every human being”; “The defense of life should begin from its moment of conception, when the human being is most vulnerable and defenseless. The destruction of human embryos, cloning, genetic manipulation and surrogacy are practices that we must reject. (…)” [PNfV Website, 10/04/21].
PNfV Rejects The Existence Of The Right To Abortion Under International Human Rights Law. Point 8 of PNfV’s Decalogue expressly holds that abortion cannot be considered a right. In a recent letter sent to the European Parliament’s FEMM Committee on Women’s Rights and Gender Equality, Lola Velarde -on behalf of PNfV- further asserted that “[s]exual and reproductive health must always promote optimal health, the highest attainable standard of health, without including abortion” [PNfV, “Concerns on the Draft Report Threatening Human Rights at the European Parliament. The situation of sexual and reproductive health and rights in the EU”, 05/21/21].
- The Human Rights Committee Has Concluded That, Under International Human Rights Law, States Must Provide Legal Access To Abortion In Certain Circumstances. “States parties must provide safe, legal and effective access to abortion where the life and health of the pregnant woman or girl is at risk, or where carrying a pregnancy to term would cause the pregnant woman or girl substantial pain or suffering, most notably where the pregnancy is the result of rape or incest or where the pregnancy is not viable. In addition, States parties may not regulate pregnancy or abortion in all other cases in a manner that runs contrary to their duty to ensure that women and girls do not have to resort to unsafe abortions, and they should revise their abortion laws accordingly” [CCPR, General Comment No. 36, 11/03/19].
- The CESCR Committee Has Concluded That The Right To Sexual And Reproductive Services Is An Integral Component Of The Right To Health. “The right to sexual and reproductive health is an integral part of the right to health enshrined in article 12 of the International Covenant on Economic, Social and Cultural Rights (…)”; “Preventing unintended pregnancies and unsafe abortions requires States to adopt legal and policy measures to (…) liberalize restrictive abortion laws; to guarantee women and girls access to safe abortion services and quality post-abortion care, including by training health‑care providers; and to respect the right of women to make autonomous decisions about their sexual and reproductive health” [CESCR, General Comment No. 22, 05/02/16].
- The CEDAW Committee Has Recommended States To Legalize Abortion In Certain Circumstances. “The Committee (…), in line with its general recommendation No. 24 (1999) on women and health, recommends that the State party: (a) Legalize the termination of pregnancy at least in cases of risk to the life of the pregnant woman, rape, incest and severe fetal impairment, and decriminalize abortion in all other cases; (…)” [CEDAW Committee, Concluding observations on the fourth periodic report of Andorra, 11/13/19].
- The Committee On The Rights Of The Child Has Urged States To Decriminalize Abortion To Ensure The Right To Sexual And Reproductive Health Of Girls And Adolescents. “The Committee urges States to decriminalize abortion to ensure that girls have access to safe abortion and post-abortion services, review legislation with a view to guaranteeing the best interests of pregnant adolescents and ensure that their views are always heard and respected in abortion-related decisions” [Committee on the Rights of the Child, General Comment No. 20, 12/06/16].
PNfV Insists That International Organizations Should Not Advocate For Abortion. PNfV has “denounce[d] the aggressive and well-documented lobbying of the Inter-American Commission on Human Rights (IACHR) and the Inter-American Commission for Women (CIM) to in favor of the legalization of abortion in our countries” [PNfV Website, 04/05/19].
PNfV Advocates For A Broad Recognition Of Conscientious Objection In The Context Of Abortion. Point 9 of PNfV’s Decalogue expressly holds that “[t]he defense of the right to conscientious objection in every sphere, especially in the field of health care, against the tyranny of relativism constitutes a demand and commitment we must make”. PNfV Holds Hateful Anti-LGBTQIA+ Views
One Of PNfV’s Core Values Is That “Marriage Is An Institution Between A Man And A Woman. [PNfV Website, 10/04/21].
PNfV Expressly Rejects Transgender Identities. In response to the Fred Matić’s report, PNfV has held that “In reality, ‘transgender men’ are women who claim to be men”. [PNfV, “The European Parliament Approves A Resolution That Considers Abortion As A “Right”, 06/25/21].
PNfV Believes That LGBTQIA+ Rights Are A Form Of “Ideological Colonization”. Following Pope Francis’s beliefs, PNfV holds that the movement towards LGBTQIA+ rights is a form of “ideological colonialism” or a “global war against the family.” Reiterating Catholic doctrine, PNfV believes that “young people need to be helped to accept their own body as it was created” [PNfV, “Hungary Protects Children Against Ideological Colonialism … And The Bureaucrats Of The European Union Declare War On Them”, 07/08/21; See also PNfV Twitter, 09/29/21].

Honorary Chair (Spain)
Jaime Mayor Oreja
Mayor Oreja is a Spanish politician and former Minister of the Interior of Spain (1996-2001). He was also Member of the European Parliament (2004-2014) and the Basque Parliament (2001-2004), as well as Vice-Chair of the European People’s Party (1996-2004). Mayor Oreja is well known for his ultracatholicism and strong ideological opposition to abortion, which he has defined as “barbaric” and something that is “favoring the disappearance of the most defenseless” [Interview to El Periódico, 02/22/19].
Mr. Mayor Oreja is widely considered the brains behind PNfV. He devised the initiative and provided for the foundation of the coalition in 2014. He is now the Honorary Chair of PNfV after Ms. Novak became Chairwoman in 2019.
Mr. Mayor Ortega remains President of the Valores y Sociedad Foundation, a Spain-based coalition of politicians that seeks to promote the values of Christian humanism in society. Valores y Sociedad has celebrated restrictive abortion laws and advocated against abortion in different instances. He was also the President of One of Us, a European coalition that brings together almost all of the pro-life and pro-family organizations within Europe.
Mr. Mayor Oreja is still involved in conservative advocacy. On Sept. 23, 2021, he was invited to speak at the 4th Budapest Demographic Summit, where he asserted that Christians “must stop the sick phenomenons trying to wipe out religion from our societies”.
Executive Director (Spain)
Lola Velarde
Ms. Velarde is the co-founder of PNfV and has served as its Executive Director since its inception in 2014. Per PNfV’s Articles of Organization, she is also the treasurer and CFO of the organization. She portrays herself as a defender of the fundamental values of the family and religious freedom. She fervently believes that there is no right to abortion [Interview for a Podcast, 10/24/21] and that the pro-choice movement is driven by people who own abortion clinics [Interview for IPF, 13/12/21]. She considers that the idea of sexual and reproductive health is “a trojan horse aimed at fostering abortion, gender ideology and a radical sexual education agenda” [Participation at the Intermarium Regional Conference, 05/04/21].
Ms. Velarde has carried out anti-choice advocacy in international fora since 2004. Before founding PNfV, she served as President of the UN Division of the Institute for Family Policies (IPF), a Spain-based organization with country divisions in Mexico, Argentina, Chile, and Colombia. In that capacity, Ms. Velarde has participated in high-level events at the United Nations and edited two books containing arguments to defend the family. But Ms. Velarde is also tied to the Holy See, as she was a former member of the Pontifical Council for the Laity -the predecessor of the Dicastery for Laity, Family and Life- until 2013.
Vice-Chair (Mexico)
Rodrigo Iván Cortés
Mr. Cortés is the co-founder of PNfV and has served as its Vice President since its inception in 2014. Cortés defines PNfV as an “international organization” in charge of promoting three values: life, family, and religious freedom in parliaments. He fervently believes that these values are a legacy of Western civilization and are the only ones that determine whether a society can be qualified as “democratic” or “civilized” in nature [Interview to “Cara a Cara”, 09/26/17].
In Mexico, Mr. Cortés served as Deputy of the LIX Legislature of the Mexican Congress from 2003 to 2006, where he strongly rejected all policies related to abortion. He is also the President and Founder of Frente Nacional por la Familia, a lobbying coalition in Mexico that seeks to promote “life, family and freedoms”. Cortés also has ties with Red Familia, where he served as “Director of the International Division”, and other Latin American organizations, such as the Peruvian Coordinadora Nacional Pro Familia.
Chair, Minister for Family Affairs of Hungary (Hungary)
Katalin Novák
Ms. Novák has been greatly involved in PNfV, serving as a speaker at the 2014, 2015, 2019, and upcoming 2021 Transatlantic Summits. Novak became the President of PNfV on September 27, 2019. Her self-declared goal is to “[build] an international network that provides platform to stand up together for pro-family values” [Twitter, 02/18/20].
Ms. Novák has been involved in the Hungarian government since 2014 when she became State Secretary for Family and Youth Affairs at the Ministry of Human Capacities. The Secretary was upgraded to a Ministry without portfolio for Family Affairs in 2020. Novák’s declared primary goal as Minister is “to make Hungary a truly family-friendly country” [Katalin Novák Personal Website, 09/26/2021]. Novák previously worked as vice-president of Fidesz, a Hungarian right-wing populist and national-conservative political party, since 2017.
Ms. Novák has repeatedly spoken out against abortion, claiming that “Pro-abortion is pro-killing; it is against choice”. While Novák has claimed that changing Hungary’s abortion laws is not on her Ministry’s agenda, she has sought to reduce the number of abortions in the country by offering financial incentives to form a family.
Novák is also related to numerous conservative organizations, including the International Democratic Union (where Novák has served as Vice-President of the Women’s Section since 2019) and the International Organization for the Family (who awarded Novák the “Familia et Veritas” Award in 2016).

Sharon Slater
Ms. Slater helped launch PNfV, although her concrete role in the coalition remains unclear. Slater is the co-founder and President of Family Watch International (FWI), a nonprofit organization that advocates for extremist anti-abortion, anti-LGBQTIA+ aims at different UN fora. Per FWI’s website, Slater is also “a consultant to multiple UN Member States, including African and OIC countries on human sexuality and family policy issues”. At the UN, Slater has sought to limit the advancement of comprehensive sexuality education and reproductive health (including abortion), as well as basic rights and protections for the LGBTQIA+ community [Political Research Associates Profile, 06/28/13].
Among other things, Ms. Slater has claimed that sex education equals “abortion, promiscuity and LGBT rights education”, that LGBTQIA+ people are disease-prone, “significantly more promiscuous,” and “significantly more likely to engage in pedophilia” [GLAAD Accountability Project, 09/28/21].
During one of PNfV’s Transatlantic Summits, Ms. Slater accused the United Nations agencies of “promoting the very things that cause AIDS in the name of preventing AIDS, for example, (…) legaliz[ing] abortion, adultery, fornication, prostitution, same-sex marriage and provid[ing] sexuality education for children about all these rights” [Ms. Slater’s Presentation at the 3rd Transatlantic Summit, 04/26/19].

Benjamin Bull
Mr. Bull serves as a board member and is officially listed as the US Representative of PNfV in its Articles of Organization. His concrete role in the coalition remains unclear. Bull serves as a General Counsel of the National Center on Sexual Exploitation, fighting child sexual abuse, illegal pornography, sex trafficking, and other forms of sexual abuse and exploitation. Bull was a Former Chief Counsel of the noted hate group Alliance Defending Freedom and Executive Director of ADF International, where he launched and built its litigation and advocacy components [Official Profile, 09/28/21].

Ignacio Arsuaga
Mr. Arsuaga serves as a board member and is officially listed as the Europe Representative of PNfV in its Articles of Organization. His concrete role in the coalition remains unclear. Arsuaga is also the founder and President of HazteOir and CitizenGo, two ultra-conservative and ultra-Catholic advocacy platforms that have strongly campaigned against abortion and LGBTQIA+ rights. Both organizations have now been merged into CitizenGo. Arsuaga has also served as a board member of the Howard Center for Family, Religion, and Society, which is now the Illinois office of The International Organization for Family (IOF).

Brian Brown
Mr. Brown serves as a board member and is officially listed as the US Representative of PNfV in its Articles of Organization. His concrete role in the coalition remains unclear. Brown also serves as President of the International Organization for Family (IOF) and of the National Organization for Marriage (NOM), a non-profit explicitly established to “defend marriage” or advocate against same-sex marriage at the local, state and national levels [NOM Website, 09/29/21]. Mr. Brown has claimed that he wants to “end abortion around the world”.
Lisbeth Hernández Lecona (Mexico)
Ms. Hernández Lecona served as a Senator of the Mexican Congress from 2012 to August 2018, representing the state of Morelos. She currently serves as a member of PNfV’s Advisory Board, even though her concrete role in the platform remains unclear. Ms. Hernández Lecona has participated in the 2014 and 2015 Transatlantic Summits [Rodrigo Ivan Cortés’ Twitter, 12/05/14].
As a Senator, Ms. Hernández Lecona has “held high the value of the family” [First Report on Legislative Activities, 10/05/13; Twitter, 04/28/18]. To that end, she exhorted the Mexican Federal Government to develop activities to supposedly promote, strengthen, and protect the family [Quadratin, 03/03/18]. She also organized a conference on public policies for the family at the Mexican Senate, which was taught by Lola Velarde (representing the Institute for Family Policies). As an ex-senator, Ms. Hernández Lecona continues to participate in anti-abortion demonstrations and public events in Morelos.

Neydy Casillas Padrón
Neydy Casillas is part of PNfV’s Committee of Experts. Casillas has probably been involved with PNfV since its inception, as she was originally supposed to form part of PNfV’s regional office in Washington, DC [“Proposal for the Board of the Political Network for Values”, Contralínea, 08/07/21]. Ms. Casillas has been a speaker at the 2015 Transatlantic Summit, but the extent of her relationship with the coalition is unknown.
Originally from Mexico, Ms. Casillas currently serves as Vice President of International Affairs for Concerned Women for America, an organization dedicated to protecting “Biblical values and Constitutional principles through prayer, education, and advocacy” [CAW Website, 10/08/21]. Casillas previously served as a Senior Legal Counsel at noted hate group ADF International. She was the visible face of ADF at both UN New York and the Organization of American States, where she defended life, marriage, and family before the Inter-American Court and the Inter-American Commission on Human Rights [Presentation before the IACtHR, 05/18/17]. Ms. Casillas has claimed that the expansion of rights by courts and international organizations is “a new form of dictatorship” [Interview to Actuall, 02/15/18].

C-FAM
The Center for Family and Human Rights (C-FAM), was founded in 1997 as an apparent “front” organization for the scandal-ridden group Human Life International. However, the group largely functions as a personal soapbox for C-FAM President Austin Ruse to spew hatred and lies, particularly at the United Nations level. Ruse spreads white supremacy, anti-LGBTQIA+ hate, and anti-woman lies through C-FAM’s platform.
C-Fam Sponsored The 2014 New York Summit That Launched The PNfV. “On the occasion of the XX Anniversary of the International Year of the Family, policy makers from Europe, Latin-America and North-America [gathered] at the United Nations (…), in order to recognize and strengthen the role of the family as a driver for sustainable development”. National Organization For Marriage (NOM)
The National Organization for Marriage (NOM) was founded in 2007 to work against the legalization of same-sex marriage in the United States, focusing its advocacy efforts on state and federal legislatures as well as courts. World Congress of Families (WCF) / International Organization of the Family (IOF)
World Congress of Families (WCF), founded in 1997, is a United States coalition that promotes Christian right values internationally. It was created by and is coordinated by the Howard Center for Family, Religion, and Society. It opposes same-sex marriage, abortion, and pornography and promotes the so-called “natural family doctrine” that has been used to curtail reproductive and LGBTQIA+ rights across the world. WCF has been designated by the Southern Poverty Law Center as a hate group.

The Institute for Family Policies (IFP) is a civil organization that seeks to promote the values of the “family and traditional marriage.” Founded by Lola Velarde in 2000, IFP has advocated against abortion at different United Nations events and side events, working with similar organizations in different European and American countries. According to its website, IFP’s headquarters are located in Spain, while its “country offices” are located in France, Brussels, Norway, Argentina, Chile, Colombia, and Mexico [IFP Website, 10/18/21].

Red De Acción Ética Política (RAEP)
Like PNfV, Red De Acción Ética Política (RAEP) is also a coalition of legislators, politicians, and representatives from the private sector that operates in Mexico. Founded in 2012, RAEP seeks to work as a networking platform and a “high-level training space” on what it considers traditional values such as human dignity, the family, and religious freedom. PNfV Facilitates International Collaboration Between Anti-Rights Legislators
PNfV Organizes Annual Meetings To Build Its Network Of Anti-Rights Legislators. Each summit seeks to be “a space of encounter and exchange of reflections and best practices” where “political representatives work (…) together with social leaders to learn and find concrete solutions”. These events gather politicians and CSOs from a variety of countries in The Americas, Europe, and Africa. [PNfV Website, 11/04/21]
Past meetings were held in New York, Washington DC, Brussels, Madrid, and Bogota, and covered topics such as cultural relativism, euthanasia, and conscientious objection, as well as issues related to marriage and the family. The upcoming 4th “Transatlantic Summit” will take place in Budapest in November 2021, and it will address “the intrinsic relationship between freedom and human dignity in the face of contemporary challenges”. During the COVID-19 pandemic, PNfV launched a series of “Transatlantic Webinars”. The Hungarian Government Supported And Organized The 2014 New York Summit That Launched The PNfV. In 2014, PNfV hosted a Transatlantic Summit at UN New York, as part of its formal launch. According to Rodrigo Ivan Cortes, Vice Chair of PNfV, Hungarian Prime Minister Viktor Orbán himself presented the request for this event to be held in the United Nations. The formal event was hosted by the Permanent Mission of Hungary and featured the following speakers: Zoltan Balog, Minister for Human Capacities of Hungary; Jeff Fortenberry, United States House of Representatives for Nebraska’s first district; Oscar Ivan Zuluaga, President of the Democratic Center Party in Colombia; and Helen M. - In 2015, PNfV presented its views on the draft version of CCPR’s General Comment No. 36 on the right to life. PNfV presented its views on abortion and assisted suicide.
